Businesses that oppose governor's plan pay very little under it

Here's a shocker: The businesses who testified against the governor's plan Tuesday, most of them in strident opposition (using apocalyptic language) to the Commerce Tax portion, pay about one-tenth of the actual burden while those who were supportive pay more than two-thirds. Does this surprise anyone?
